Mr Vinay Kshirsagar Managing Director, of IRCLASS Systems and Solutions Private Limited (ISSPL).

A science Graduate & Chartered Accountant, holding an Advanced Diploma in commercial data handling with more than 35 years of experience in finance and accounts.

Was working as Chief Financial Officer of the Indian Register of Shipping since 2012 and holding directorship posts in 3 associate companies of IRS viz; IRClass Systems and Solutions Private Limited, Center of Excellence in Maritime & Shipbuilding & Safess.

Previously also served and worked as Chief Financial Officer in Shreyas Shipping & Logistics Ltd(also known as, Shreyans Shipping) Until August 31, 2012, for the past 12 years, & as GM in Chowghule Steamships Ltd for 14 years.

Mr. Kshirsagar is the author of INR-USD Forecast an Innovative thought Published by Vikas Publication in 2015, and USD INR Forecast & Risk Management Techniques Published by CP Publication in 2018.

Addressed and presented in CFO forums on many occasions and various other forums like ICAI conference, Maharashtra Chamber of Commerce, Bombay Chamber of Commerce, Bank of New York & Mellon Indian Subcontinent Annual Conference. On financial foreign Exchange, dynamics hedging strategies, economics and other finance subjects.

Mr. P. K. Mishra

Mr. P. K. Mishra is a distinguished maritime professional with expertise in marine engineering and strategic leadership, backed by a career spanning over three decades.

Currently serving as the Managing Director at Indian Register of Shipping (IRS), Mr. Mishra has also assumed the role of Additional Director – CEMS, effective 22nd November 2024.

Having been with IRS for 25 years, he has held multiple key positions, rising from Surveyor in 1998 to Chief Surveyor in 2023. His extensive experience and in-depth industry knowledge make him a valuable leader in the maritime sector.

Industry Contributions & Expertise

Over the years, he has played a multifaceted role in specialized surveys for a diverse range of vessels, including oil tankers, LNG carriers, and passenger ships, while overseeing operations across various global locations.
His expertise extends to inspections and surveys for both ships in service and new constructions, covering shipyards and manufacturing plants in India, China, South Korea, Singapore, Europe, the UK, and South America.
A strong advocate for innovation, safety, and quality standards in the maritime industry, he has actively contributed to IACS panels & expert groups.

Global Representation & Recognitions

Represented the Indian Flag at MEPC Meetings (2012–2022) at the International Maritime Organization (IMO) and participated in various IMO meetings, including the PPR Sub-Committee, Assembly, and Council.
Awarded Gold Medal in his MBA (Transfer of Technology) in 2008.
Received the H.S. Rao Memorial Technical Paper Award (2013–2014).
Honored by the Government of Brazil with the “Medal – Merit Tamandare” in 2019 for his contributions to environmental matters at IMO.

Dr Kesavadev Varikkattu Karottu

Director

Dr. Kesavadev Varikkattu Karottu boasts nearly two decades of professional expertise spanning industrial, academic, and research realms. He obtained his B.Tech. degree in Naval Architecture and Ship Building from Cochin University of Science and Technology in 1998 and commenced his career as a Management Trainee at M/s. Mazagon Dock Shipbuilders Limited, gradually rising to the roles of Senior Engineer and Assistant Manager. In 2005, he pursued advanced studies in Japan, supported by a prestigious Japanese Government Scholarship, culminating in both a master’s and a PhD from Hiroshima University. Following his academic pursuits, he spent five years in the Japanese shipbuilding industry as a design engineer and researcher with M/s. Tsuneish Shipbuilding Company Limited. Dr. Kesavadev joined the Indian Maritime University in 2015 as an Associate Professor, later being promoted to the position of Professor in 2021. Since 2022, he has been serving as the Director of the Indian Maritime University, Visakhapatnam Campus. With a number of technical publications to his name, Dr. Kesavadev is actively engaged as member in various statutory bodies of Indian Maritime University and different committees constituted by both Central and State governments.

Mr. Bhushan Kumar

Director

Shri Bhushan Kumar serves as Joint Secretary in the Ministry of Ports, Shipping and waterways, Government of India. He is responsible for Ministry’s flagship scheme ‘Sagarmala’ and public private partnership (PPP) projects in all major ports. Prior to this role, he was Vice President (Projects & Contracts) in GSPC LNG Limited.

He is a Bachelor of Mechanical Engineering. He holds Masters in Business Administration (MBA) from IIT, Delhi. He also holds professional certification in Marine Engineering. Additionally, he has attended professional programs on Project Management and Contracts Management in IIM Ahmedabad.

Shri Kumar has more than 22 years of maritime sector experience in various multidisciplinary functions like projects planning, project management, business development, contracts, engineering, operations and maintenance. He has also worked onboard merchant vessels as marine engineer. He has played key role in the development of several mega port-infrastructure projects.

He is Director on board of Sagarmala Development Company Limited, India Ports Global Limited, Haridaspur Paradip Railway Company Limited, Indian Port Rail & Ropeway Corporation Limited and Centre of Excellence in Maritime & Shipbuilding. He is also serving on the Boards of Paradip Port Trust and JNPT as trustee. He has been the trustee on the Boards of Vishakhapatnam Port Trust and Mumbai Port Trust.

Mr. Gautam Chatterjee, IAS(Retd.)

Director

Gautam Chatterjee is a retired officer of the Indian Administrative Service of the Maharashtra Cadre. A Gold Medalist in M.Sc. Mathematics from Patna University, Mr. Chatterjee also holds a post graduate diploma in Urban Planning and Housing from the Institute of Housing Studies, Rotterdams, The Netherlands.

In his illustrious career spanning over 33 years, Mr. Chatterjee has held several important assignments both in the Government of Maharashtra and Government of India, notable among them beingCollector of Ratnagiri,Additional Municipal Commissioner of Mumbai Municipal Corporation, Joint Director General of Foreign Trade in the Ministry of Commerce,CEO of Maharashtra Housing and Area Development Authority, CEO of Slum Rehabilitation Authority, OSD of Dharavi Redevelopment Project, Principal Secretary of Maharashtra Housing Department, Joint Secretary in the Ministry of Defence, Director General of Shipping in the Ministry of Shipping and Additional Chief Secretary, Transport and Ports Department of Government of Maharashtra.

After his superannuation, he served as Officer on Special Duty (OSD) to the Chief Minister of Maharashtra before taking over as Chairperson of the Maharashtra Real Estate Regulatory Authority (MahaRERA).

Mr. Arun Sharma

Executive Chairman, Indian Register of Shipping

Started his career as a Sea Going Engineer, moving to shore establishment of Shipping Corporation of India (SCI) in 1978. Was Deputy General Manager, heading the Gas Carrier and Chemical Carrier Department with SCI till 1992. Then served as Vice President – Commercial and Operations with Varun Shipping Company between 1993 and 1999. Appointed President of Great Eastern Shipping between 2000 and 2006. Thereafter took over as President and CEO, India Steamship, Kolkata in March 2006.

From 1st February, 2012, took over as “Chairman & Managing Director: of Indian Register of Shipping, and currently holds the position of ‘Executive Chairman’ since 1st July, 2016. Has been on the board of Indian National Ship-owners’ Association and on the Asia Committees of Lloyds Register of Shipping, American Bureau of Shipping and Det Norske Veritas. Is currently, Chairman of IACS and Chairman of CEMS.
